The Government of India has announced the ‘Digital India’ program under the aegis of which the Ministry of Electronics & Information Technology (MeitY) has approved various scheme to cover the states/UTs of the country in order to facilitate skill development in Electronics System Design Manufacturing (ESDM). The Government of Goa has designated Info Tech Corporation of Goa Ltd. (Govt. of Goa Undertaking) as the State Implementing Agency for the State of Goa, under the Scheme for ‘Skill Development in ESDM for Digital India.

The Scheme for ‘Skill Development in ESDM for Digital India’ aims at enhancing the skill capacities in ESDM sector through public and private sector for student /unemployed youth belonging to other disciplines by:
• Utilizing the existing human resources who are undergoing studies in schools (IX standard onwards)/ ITIs/Polytechnics/UG Colleges (non-engineering) and the school drop outs/unemployed youth by providing them with additional skills that are recognised by industry for employment in ESDM sector
• Encouraging new investments in training in ESDM sector by industry.
• Facilitating evolving of process/norms for (i) certification of various courses; (ii) providing opportunities for moving up the value chain; (iii) recognition of institution for conducting such courses, as per requirement of industry in the ESDM sector.
The main objective of the scheme is to provide financial assistance for facilitating skill development for 3,28,000 persons in ESDM sector by involving the States/UTs in the country for improving the employability of the students/unemployed youth.
Under the said programme, the Department of Information Technology & Info Tech Corporation of Goa Ltd. (Govt. of Goa Undertaking) had organised a workshop on Skill Development in ESDM – Skilling India in Electronics System Design & Manufacturing(ESDM) Sector Leading to Digital India at the Conference hall of the Department of Education building, Porvorim – Goa on 20.12.2016. The workshop was organized in association with Ministry of Electronics & Information Technology, Government of India (MietY), National Institute of Electronics & Information Technology (NIELIT) – The ESDM PMU, Electronics Skill Council of India (ESSC) and Telecom Sector Skill Council (TSSC)

The workshop was inaugurated at the hand of MLA Sanguem and Chairman of Info Tech Corporation of Goa Ltd, Shri. Subhash U. Phal Dessai by lighting of the lamp in presence of Shri. R. K. Srivastava, IAS, Chief Secretary, Govt. of Goa, Shri. Dharmendra Sharma, IAS, Principal Secretary (IT), Govt. of Goa, Shri. Nilesh B. Fal Dessai, Managing Director, Info Tech Corporation of Goa Ltd., Shri. U. S. Naik, Manager (IT), Info Tech Corporation of Goa Ltd., Shri. Mohit Jain, Senior Consultant, ESDM PMU and Shri. Pankaj Chhibber, Consultant, ESDM PMU.

On the occasion, Shri. Subhash U. Phal Dessai, MLA Sanguem and Chairman of Info Tech Corporation of Goa Ltd. said that skill development is the need of the hour and all the youth should take advantage of such scheme and with the two IT projects proposed in the State of Goa (ESDM at Tuem and IT Park at Chimbel) this type of scheme will definitely benefit our youth, school drop outs/unemployed youth, the same will also retain the workforce of Goa who otherwise migrate to the neighbouring States for employment opportunities. He further expressed the need to create awareness among the general public.

Chief Secretary of the State, Shri. R. K. Srivastava, IAS stressed on the need of creating a skill database for the State of Goa and requested all the stakeholders to work towards creation of the same at the earliest. Shri. Dharmendra Sharma, IAS, Principal Secretary (IT) also expressed his views on the occasion and congratulated the Info Tech Corporation of Goa ltd. for the conduct of the workshop to create awareness among the various stakeholders.

Technical sessions on the ESDM were delivered by the following speakers for the workshop: Shri. Mohit Jain, Senior Consultant, ESDM PMU, Shri. G. John, National Institute of Electronics & Information Technology (NIELIT), Shri. Saleem Ahmed, Vice President for Business Development, Electronics Sector Skills Council of India (ESSC), Shri. Srinivasa Raju, Ambassador, Telecom Sector Skill Council (TSSC) and Shri. Pankaj Chhibber, Consultant, ESDM PMU.

Various stake holders (around 80 participants) of the skill Development in ESDM programme for the State of Goa attended the workshop. These included Directors/Principals (their representatives) of Directorate of Technical Education, Directorate of Higher Education, Directorate of Education, State Directorate of Craftsmen Training, Colleges, Polytechnics, ITI’s, and Higher Secondary Schools etc. The workshop was also attended by the representatives of various training Institutes in the skill development, the training partners of NEILET, ESSC, TSSC etc.

Shri. Nilesh B. Fal Dessai, Managing Director, Info Tech Corporation of Goa Ltd. welcomed the dignitaries and delegates for the workshop and briefed on the Scheme while Shri. Umakant S. Naik, Manager (IT) proposed the vote of thanks. The function was compered by Smt. Sweta S. Dalvi, Programmer –I, ITG.
